Driving Urban Transitions to a sustainable future: The fourth call for European DUT projects is open

The DUT (Driving Urban Transitions to a sustainable future) is a partnership under Horizon Europe. The aim of the DUT call for proposals is to support transnational research and/or innovation projects addressing urban challenges to help cities in their transition to a more sustainable economy and way of operating.

The challenges are grouped into three themes known as "transition pathways":

  • Positive Energy Districts (PEDs)
  • 15-minutes city (15mC)
  • The Urban Circular Economy (UCE)

Each theme is divided up into several topics. You’ll find all the details about the Call on the following page, including information on Info Days and the Matchmaking platform to help you find project partners.

 

Are you eligible?

The call is open to all public and private organisations in Brussels: research organisations, universities, businesses, associations, NGOs, public authorities, etc.  The eligibility criteria are set at 2 levels:

  • Transnational eligibility criteria set out in the call text (EU level)
  • Eligibility and funding conditions of Innoviris (cf annex A of the call text)

Amongst others, these regional criteria are:

  • Develop all or part of its Research & Development activities in the Brussels-Capital Region.
  • To perform a research or innovation activity in the project (coordination and/or dissemination only are not eligible)
  • Present an innovative R&D project that is likely to have a favourable impact on the economy, employment or sustainable development in the Brussels-Capital Region.
  • Have fulfilled your obligations under previous funding received from the Brussels-Capital Region.
  • As a Brussels company or qualified as an economic actor: to be eligible, you must have sufficient liquidity to finance your share of the project and, for companies over 3 years old, you must be financially stable (equity greater than 50% of capital).
  • Etc.

The submission process

  • Carefully read the call text, and consult the conditions of eligibility before submitting a project
  • With your consortium, submit the project via the online submission system mentioned in the call text
  • All Brussels-based partners seeking funding from Innoviris must submit a funding application form to Innoviris in parallel with the European application. The submission form (only in French and Dutch but you can fill it in in English) is available on the French or Dutch page. The non-submission of your proposal to Innoviris will render your participation ineligible.
  • Submit your funding application electronically to Innoviris at funding-request@innoviris.brussels and ghubert@innoviris.brussels.
  • Associations, NGOs, municipalities and public administrations must submit at Innoviris an official document called “declaration of activities”. This document will be analysed and will allow to determine the eligibility and funding level.

Deadline

Interested organisations can submit expressions of interest until 17 November 2025, 13:00 CET. For pre-selected projects, the deadline for submitting the full proposal is 23 April 2026 at 13:00 (CEST).

Good to know

Funding covers:

  • For research organisations: 100% of project costs.
  • For companies: between 40% and 80% of project costs, depending on the size of your company and the focus of the project (industrial research or experimental development).
  • For other organisations: between 40% and 100% of project costs, depending on your organisation's share of economic activities.

Applicants selected on the basis of the pre-proposals are invited to submit a full proposal for 30 April 2024
